Die Internationale Atomenergie-Behörde in Wien hat am Samstag erklärt, dass der Iran die Bedingungen zum Abbau des Atomwaffenprogramms erfüllt hat so wie vereinbart. Dies ist die Grundvoraussetzung dafür, dass die USA und Europa ihre Sanktionen gegen den Iran aufheben. Diese Aufhebung hat die EU-Außenbeaufragte Mogherini auch sofort danach verkündet. Das bedeutet: Der Iran ist wieder zurück am weltweiten Öl- und Kapitalmarkt, jetzt kann die Party losgehen…

Das Beurteilung der Internationalen Atomenergie-Behörde über die Fortschritte des Iran zum Abbau des Atomwaffen-Programms war die Grundvoraussetzung für EU und USA, dass man die Sanktionen gegen den Iran aufhebt. Das ist nun passiert, und alle Handelsschranken fallen. Hierzu die IAEA im Original-Statement:

„Today, I released a report confirming that Iran has completed the necessary preparatory steps to start the implementation of the Joint Comprehensive Plan of Action. The report was submitted to the IAEA Board of Governors and to the United Nations Security Council. It was issued after Agency inspectors on the ground verified that Iran has carried out all measures required under the JCPOA to enable Implementation Day to occur.

This paves the way for the IAEA to begin verifying and monitoring Iran’s nuclear-related commitments under the agreement, as requested by the U.N. Security Council and authorised by the IAEA Board. Relations between Iran and the IAEA now enter a new phase. It is an important day for the international community. I congratulate all those who helped make it a reality, especially the group of countries known as the E3/EU+3, Iran and the IAEA Board.

In line with its commitments, Iran will start to provisionally implement the Additional Protocol to its Safeguards Agreement with the IAEA. Together with other nuclear-related measures under the JCPOA, this increases the Agency’s ability to monitor nuclear activities in Iran and to verify that they are peaceful. We have come a long way since the IAEA first started considering the Iran nuclear issue in 2003. A lot of work has gone into getting us here, and implementation of this agreement will require a similar effort. For our part, we are ready to get on with the job.“

Irans Präsident Rohani im Original-Statement (Auszug):

Dr Rouhani added: “From today on, our traders and entrepreneurs can start their trade and export activities through legal and normal channels with more facilities. Moreover, our banks can receive their needed monetary and banking services from banks from around the world and provide the people with them” he added. Stating that with JCPOA implementation limitations of oil exports will be lifted, he added: “From today on, purchasing modern airplanes can be done by companies that want to provide people with services; this can result in more aerial safety for the great people of Iran. Dr Rouhani continued: From today on, the frozen assets which belong to the Iranian nation will be free to access for economic activities”.

Im Ausland eingefrorene Gelder des Iran werden jetzt wieder aufgetaut. Auch kann der Iran mit Banken in der EU und den USA wieder normale Transaktionen durchführen. Der Iran hat laut Transportminister 114 Flugzeuge bei Airbus bestellt – um welchen Typ es sich handelt, wurde nicht bekannt – aber es geht sofort kräftig los. Traditionell haben die deutsche und die französische Industrie gute Beziehungen zum Iran, von daher dürften Maschinenbauer etc Schlange stehen um in den Iran ihre Exporte wieder aufnehmen zu können. Denn dort wird man kräftigen Nachholbedarf haben.

Wie schnell man den Öl-Export Richtung Europa anfahren wird und um wie viele Barrels es sich dabei handelt, wurde noch nicht bekannt, aber fast im Wochen-Rhythmus hatte der Iran in den letzten Monaten betont man werde sofort nach Aufhebung der Sanktionen seine Förder- und Exportmenge drastisch ausweiten. Für den Ölpreis stellt sich die Frage: Ist diese Tatsache in den letzten Monaten wirklich schon eingepreist worden, oder kommt der Iran-Schock erst noch? Es kann jetzt jederzeit ein Statement aus dem Iran folgen, in dem noch einmal offiziell das Volumen der sofortigen Fördermengen-Ausweitung verkündet wird – das könnte nochmal für einen kräftigen Move beim Ölpreis sorgen.

Was bisher bekannt ist, lässt erwarten dass die Fördermenge sehr schnell um 500.000 Barrel pro Tag erhöht wird und auf Sicht von 6 Monaten um 1 Mio Barrel pro Tag, womit der Iran seine Menge verdoppeln würde. Vor allem Richtung Europa dürfte man exportieren wollen. Die Saudis gewähren jetzt schon für ihre europäischen Abnehmer kräftige Rabatte, was für Europa einen positiven Effekt auf billiges Öl haben könnte. Zwei Todfeinde konkurrieren mit einem identischen Produkt um den selben Kunden – da dürfte man sich mit Rabatten überbieten.
